With the opening of the new City Office, many formalities will be able to be completed at the counters of the Citizens’ Affairs Division, situated on the first floor. For example, the Citizens’ Affairs Division will be able to issue all types of certificates, and to deal with all paperwork relating to changes of address. If you need to enquire about something, or if the formalities you are completing require specialist knowledge, you may still need to visit the relevant division directly.

The counter for Alien Registration will disappear with the move to the new City Office. Please use counter number _⑤. Please go to the following counters if you need to complete formalities, etc.:

Applications for entrance into prefectural housing in Higashihiroshima City (where there are vacancies) will be accepted between Monday February 4th and Wednesday February 6th. Office hours are 8:30 to 17:00. Full details (including details of where there are vacancies) and application forms will be available from Friday January 25th. If you have trouble communicating in Japanese, please take a Japanese speaker with you when you visit the office.

Filing your income tax return

The period for tax returns for income tax is from Friday February 1st to Friday March 15th.

Tax returns for the 2012 tax period should be filed between these dates. From this year the filing venue has moved from the Yoshitomi-gura of Kamotsuru Brewery to the Saijo Tax Office. The Tax Office has only limited car parking, so please use public transport wherever possible. Alternatively, there will be a temporary car park at the site of the former Fire Station. Paperwork can be obtained from the Tax Office, and staff are available to answer questions. The filing venue is open on weekdays between the dates shown above, from 9:00 to 17:00. Please be sure to arrive by 16:00 at the latest.

Things to take when you make a tax return:

• The tax return form (kakutei-shinkoku-sho, _{確定申告書).} • Your personal stamp (inkan).

• Certificates of income and withholding of tax (gensen-choshu-hyo, _{源泉徴収票) for earnings,} pensions, etc. (These must be the original copies)

• (For those receiving tax deductions for health expenses) Receipts for medical expenses, documents showing the amounts received from insurance, etc.

• Documents showing the amount of National Health Insurance (kokumin-kenko-hokenzei, _国民健康保険税), Public Nursing Care Insurance (kaigo-hokenryo, 介護保険料), Senior Citizens' Health Insurance (choju-iryo-hokenryo, _{長寿医療保険料), and National Pension Scheme payments (国民年} 金保険料, kokumin-nenkin-hokenryo), made.

• Documents showing life insurance payments, personal pension payments, earthquake insurance payments, etc.

• (For those receiving tax deduction for dependents) Documents showing the income of dependent family members (for example, Certificates of income and withholding of tax).

• A bank account book, etc., showing your bank account details. Other paperwork may be necessary depending on the type of income.

Paperwork detailing the amount of Social Insurance (National Health Insurance (kokumin-kenko-hokenzei, _{国民健康保} 険税), Public Nursing Care Insurance (kaigo-hokenryo, 介護保険料), Senior Citizens' Health Insurance (choju-iryo-hokenryo, _{長寿医療保険料)) paid during 2012 will be sent at the end of January. Please make use of this paperwork} when submitting tax returns.

As of October 23, 2012, the supplementary (4th) dose of inactivated polio vaccine is now part of the standard vaccination schedule. This 4th dose can be administered 6 months or more after the end of the three doses of the initial vaccination. The ideal time is between 12 and 18 months after the initial three doses.

The vaccine can be given to children aged between three months and seven years six months of age.

It is not necessary to apply to have your child vaccinated. Simply make an appointment directly with one of the medical facilities in Higashihiroshima City offering vaccinations (details are on the city website). If you wish to have your child vaccinated outside the city, it is necessary to complete paperwork in advance, so please be sure to contact the Children and Family Support Division or one of the branch offices of the City Office. Pre-vaccination questionnaires are available from the Children and Family Support Division, from branch offices and sub-branch offices of the City Office, and from medical facilities offering vaccinations.

Applications will be accepted until Thursday January 31st. For membership beginning from May onwards, applications are accepted until the 15th of the month before when it is planned that the child will join the club.

The deadline for applications for membership from August is Friday June 28th.

This event will be held on Saturday February 2nd, from 10:00 to 14:00, in the Hiroshima International Plaza. There will be a range of games and activities relating to the culture of a range of countries, including Japan. In addition, the Hiroshima International Plaza restaurant will be offering a range of food from across the world.

There will also be a flea market, held from 9:30, and a recycle fair, held until 18:00.

The Fire Department will hold a New Year event (‘Dezomeshiki’) on Sunday January 6th, from 10:00, at the Higashihiroshima Sports Ground. In the case of rain, the event will be held in the gymnasium. The event will feature a ceremony, parades, and performances of rescue training, etc.

Following the success of the bus tours held over the past few months, another bus tour around Higashihiroshima for foreign residents will be held, on Saturday February 16th, from 10:00 to 17:30. Participants will be able to try making cheese, pizza and jam, and the tour will include a visit to Fukutomi Dam. There will also be the opportunity to learn about traffic rules. Participation is free, and is limited to 35 foreign residents of

Higashihiroshima City, on a first-come-first-served basis. Please apply by Sunday January 20th, by email to the Hiroshima International Center: hicc25@hiroshima-ic.or.jp (Ms. Ueda).

When applying, please include in the email the name, nationality, age and sex of the applicant(s), and the place from where you will board the bus (Hiroshima International Plaza, Hiroshima University Central Bus Stop, IDEC, or Saijo Station). Also, please provide a mobile phone contact number for a representative of the group.

Higashihiroshima City will hold a ceremony to celebrate the coming-of-age of those born between April 2nd, 1992 and April 1st, 1993. The ceremony will be held in the gymnasium of the Higashihiroshima Sports Ground (Aquapark), on Monday 14th January, from 11:00 to 12:30. The doors will open at 10:15.

Even those (born between the dates above) whose address is not registered as Higashihiroshima City are welcome to take part. Also, anyone is welcome to attend the commemorative event.

A New Year Party, at which Japanese and non-Japanese residents can enjoy the New Year together, will be held in Azalea Hall, Sunquare, from 13:30 to 16:00 on Sunday January 13th. Entrance is free.

Attractions will include mochitsuki (rice-pounding), tea ceremony, flower arranging, and calligraphy. There will also be opportunities to try on kimono, and to try traditional Japanese pastimes. In addition, there will be a performance of traditional music.

Please pay Municipal and Prefectural Tax (the fourth installment) and the National Health Insurance Premium (the seventh installment) by Thursday January 31st.

A notice of non-payment (Tokusokujo, _{督促状) will be sent to residents who have not paid their tax by the deadline. If} you receive a Tokusokujo, please pay the tax immediately, using the payment slip enclosed.

※ Note: it takes about ten days for the Tax Collection Division to confirm payment of tax, and therefore you may receive a Tokusokujo even after you have completed payment. In this case, please ignore the letter.
