According to the 3rd Science and Technology Basic Plan, a research field about disaster prevention/reduction is in " Social Infrastructure" division in the four promotion categories , and the field of disaster prevention/reduction shown in following three figures through choice and concentration process of research and development in a promotion strategy. They will be promoted by several ministries and government offices. By our lecture, I would like to point out the promoting processes and problems.

はじめに 第三期科学技術基本計画では，防災・減災に関 する分野は，推進４分野の中で『社会基盤』に入 っており，分野別推進戦略における研究開発の選 択と集中によって，つぎのような３枚の図面に集 約された防災の分野が各省庁によって進められて いる．講演では，その経緯や問題点を指摘する．
