The Evaluation of local governmental investm.ents to the Japanese economy

The purpose of this paper is to develop a new DEA method by using "consensus making model'" which we are purposed in this paper for evaluating the efficiencies of the Japanese management systems and to assert the usefulness of the method by applying it to the analysis of the efficiencies of Japanese local governmental investments. As the result of this analysis, we can conclude that the DEA method is suitable for the evaluation of the Japanese management systems. And by generalizing this method, we can also conclude that the DEA method is useful to systems evaluation for supporting the consensus making.

The structure of this paper is (1) to describe the characterization of the Japanese management compared with the American management, (2) to explain how co make the new DEA model to fit the Japanese management, (3) to show the usefulness of the new method by using the case study.
