There is great concern that climate change occurs in recent years due to increase of CO2 emission in the atmosphere. It causes the temperature rising especially in metropolitan cities due to the combination of urban heat island phenomenon. The temperature rising causes the increasing utilization of air conditioners for the thermal comfort in summer, and the utilization yields to the increase of fossil fuel consumption. Combustion of fossil fuels for generating electricity accelerates CO2 emission further. In addition, when continuing dominant global energy is still primarily from fossil fuel, the energy crisis will occur in the future because of its limitations. Therefore, climate change and energy crisis are anticipated to be serious problems. For reducing of fossil fuel consumption, improving of the thermal environment and introducing renewable energy are effective. In this study, the effect of land surface modification on the regional climate for reducing temperature in summer, and the potential of renewable energy especially, solar and wind energy, to install them are discussed using a regional climate model.
The numerical simulations using the mesoscale meteorological model MM5 are employed in this study for evaluation of the weather condition of the target area, Central Japan. The model is developed at Pennsylvania State University and National Center for Atmospheric Research (NCAR), and is a limited-area, non-hydrostatic, terrain-following sigma-coordinate primitive equations model with considering the cloud microphysics, cumulus clouds, boundary layer, land surface and atmospheric radiation processes, which is designed to simulate or predict mesoscale atmospheric circulations.
First, we simulate the regional climate in rural area (Takayama) and urban area (Nagoya) in Central Japan by using MM5 under the various land surface characteristics, and analyze the relationship between land surface characteristics and regional climate including thermal performance. Results show that the daytime average of surface air temperatures under the existing land surface condition are about 29 C in Takayama and about 30 C in Nagoya in summer. Land use changes influence the thermal performance and regional climate in urban and rural areas. Temperature changes differ in each location depending on the land surface characteristics and topographic conditions. The temperatures are reduced by about 4 C in urban and by about 7 C in rural areas when the land surface changes to water bodies. The enhanced latent heat flux effectively works for reducing surface temperature in this case. The computation with the deciduous broadleaf forest as the land surface also reduces temperatures by about 1 C from the existing condition. These results lead that the mixture of water bodies and vegetations at the land surface is effective and practical to reduce surface temperature mainly due to increasing surface evapotranspiration.
Next, we analyze the amount of solar radiation on ground and evaluate the potential of developing solar energy generations. In this study, we evaluate the solar radiation using the MM5-predicted database, which is generated by the cloud-resolving operational forecasts routinely operated by the Natural Energy Laboratory, Gifu University. The computed solar radiation is compared with the data observed by the Japan Meteorological Agency (JMA). The daily, monthly and annual averaged solar radiation shows good agreement with the JMA observations, and the result leads that the solar radiation computed with MM5 has good accuracy for evaluation of the solar energy potential.
Spatial distributions of the solar radiation in Central Japan computed by MM5 shows that the solar radiation around Takayama decreases evidently dramatically compared to that around Nagoya during the

-winter. On the other hand in summer, the solar radiation in Takayama is larger than that in Nagoya. Takayama is influenced strongly by the strong-wind and high-humidity air traveling from the Sea of Japan in winter, and is influenced by inland climate in summer. Nagoya and surrounding areas are affected by the climate originating from high pressure system over the Pacific Ocean. These results indicate that the local solar radiation changes with the meteorological systems and complex terrain. Temporal distribution shows that annual solar radiation in each region is almost accounted for by the climate in summer. Solar radiation in winter decreases until half of it in summer because of the solar altitude and weather conditions in Central Japan.
The potential of the solar energy is different in each location. The large potential in Central Japan is found in the coastal areas of the Pasific Ocean and the mountain areas of Takayama. These conditions are dependent on the effects of localized weather systems. Maximum electricity generated by a solar panel which rating is 1 kW, is about 1700 kWh/year with the panel angle 30 . Therefore, the solar energy potential is favorable in the Pacific coast and Takayama area especially in summer. However, the results also indicate that effects of cloud vary greatly in time and space, and the fluctuations caused by clouds can not necessarily be removed by spatial averaging.
Finally, the wind energy potential in Central Japan is also analyzed to evaluate the possibility of introducing wind power generations. The annual averaged wind fields are evaluated with the high-resolution gridded wind database, GWA333, which is computed by using the coupled modeling system between the regional climate model MM5 and mass-consistent wind model MASCON. Using this coupled system, the database is developed with considering not only meteorological disturbances but also complex terrain with a grid spacing of 333m.
The evaluated wind fields show the inhomogeneous distributions due to the complex terrain and land use effects. Comparison of the wind speed distributions at 30 m and 100 m above ground level (AGL) in 2001 shows higher wind speeds at higher altitudes due to lower effects of ground surface friction. Maximum wind speeds are about 8 m/s at 30 m AGL and about 10 m/s at 100 m AGL. Monthly averaged wind speed varies in a year. The stronger wind fields are found in winter due to the Siberian high pressure system extending over the Japan islands during the winter season. Those evidences indicate that surface wind speeds are strongly influenced by surrounding topography and synoptic-scale weather conditions. These results lead that the high-resolution wind field estimation is required to evaluate local wind speeds with high accuracy. Evaluation by our coupled system shows that the potential of wind energy differs in locations and time; the highest potential is found in mountainous and coastal areas during the winter, and the wind speed at 30 m AGL increases from 8 m/s in 2001 to 10 m/s in 2099. Itindicates that there are possibilities to install wind power generations in the areas.
In summary, the effect of land surface characteristics to the regional climate, and solar and wind energy potential for photovoltaic and wind power generations, are evaluated with the regional climate model MM5 in this study. The impact analysis of land use on regional climate indicates that vegetation and water bodies reduce surface air temperatures in summer in both urban and rural areas. Solar energy potential is favorable in Pacific coast and Takayama area especially in summer. The highest potential of wind energy is found in Japan Alps and coastal areas especially in winter, and the wind speeds are predicted to increase during 2001–2099. The potential analyses of the solar and wind energy generations propose their distributions and possibilities of their installations. It is concluded that the reducing temperature by changing land use and installing renewable energy contribute against the global warming, and improve human environment.
Keywords: Thermal comfort, human environment, land surface change, solar energy, wind energy. 論文審査結果の要旨 近年,人為起源の二酸化炭素放出による地球温暖化の進行が懸念されている.地球温暖化による温度上昇 は,都市域におけるヒートアインランド現象とも重なって特に大都市圏での温度上昇がより顕著になるもの と想定される.結果として,大都市圏においては空調利用への依存度が一層高まり,温室効果ガスである二 酸化炭素の放出は歯止めがきかなくなると考えられる.加えて,化石燃料は再生産不可能な有限な資源であ るため,持続的発展可能な社会構築のためにも化石燃料に対する依存度を一層減らす必要性がある.これら 化石燃料に起因する環境問題とエネルギー問題の適応策として,都市における温熱環境を改善し快適さを向
53 -上させることや,更に,無尽蔵な自然エネルギーの利用を促進することなどが挙げられる.本論文では,局 地気象モデルを用いることで,土地利用改善による夏季の地上気温の低減の効果について考察し,加えて, 自然エネルギー - 特に,太陽光発電と風力発電 - の利用促進のための賦存量マップを構築すること で,中部日本地域の都市における人間環境の改善のための最適な方策について提案することを目的としてい る. 本論文は3 つのサブテーマで構成されている. 第2 章では,領域気象モデル MM5 を用いて,土地利用改変が及ぼす地上気温への影響について考察して いる.高山地域と名古屋地域を対象に,土地利用を改変した夏季の長期計算を実施し,土地利用改変と地域 気候との関係性について考察している.現状の土地利用区分を設定した場合には,平均の最高気温は高山地 域では29℃,名古屋地域では 30℃と評価されているが,土地利用区分を水域に変更した場合には,平均最 高気温は高山地域では-7℃,名古屋地域では-4℃の低減が確認された.また,土地利用区分を森林(落葉広 葉樹)に変更した場合には,どちらの地域も-1℃程度の土地利用改善効果を得ている.都市内における土地 利用を水辺や植生に変更することによって,地表面からの蒸発散がより増大し,結果として地上気温の低減 につながり,都市の温熱環境を改善することができる可能性を指摘している. 第3 章では,領域気象モデル MM5 を用いて,自然エネルギーの1つである太陽光発電の発電量ポテンシ ャルとその経年変化について評価している.太陽光発電量は,特に下向き短波放射に比例して増大し,その 日射量は上空における雲の状態に強く依存している.MM5 による雲を考慮した 4 年間に渡る長期間日射量 データベースを解析することによって,日射量は地域差や季節差が極めて大きく,特に,夏季においては高 山などの内陸地域においてより大きな発電量ポテンシャルを示し,冬季においては名古屋などの太平洋側地 域にてより大きな発電量ポテンシャルを示すことを明らかにしている.これらは地域気候を考慮して太陽光 発電を導入することの重要性を示唆する結果であるといえる.また,年ごとの平均日射量の相違も比較的大 きく,地域気候の年々変動をも考慮する必要があることを指摘している.太陽光発電の賦存量を高精度に評 価する上で,領域気象モデルを用いて高解像度かつ長期間の計算を実施する必要があることを意味しており, 本手法の優位性として期待できる. 第4 章では,領域気象モデル MM5 と局地気流モデル MASCON を用いて,自然エネルギーの1つである 風力発電の発電量ポテンシャルとその経年変化について評価している.風力発電量は,特に地上風速に強く 依存しており,局地的な微地形の影響を受けやすい.そのため本論文では,領域気象モデルMM5 と局地気 流モデルMASCON を結合することにより,333m メッシュの高解像度な長期間風況データベースを構築し ている.これによって,太平洋側沿岸地域や山岳地域において風力発電の発電量ポテンシャルの高い地域が あることを明らかにしている.また,CMIP3 のマルチ気候モデルアンサンブルを用いて回帰的に風況変化 の長期的トレンドを評価し,日射量の変動と同様に,地上風速にも年々変動は見受けられるものの,2100 年頃(A1B シナリオ)には地球温暖化の影響を受けて風力発電の賦存量は僅かながら上昇する可能性を指摘 している. 以上のように,中部日本地域における人間環境改善を目的として,本論文では領域気象モデルMM5 を用 いて都市の土地利用改善の効果と自然エネルギーの発電量ポテンシャルを評価している.その結果に基づい て,都市域に水辺や緑地を適切に配置することで温熱環境を改善し,地域気候を考慮した最適なエネルギー のベストミックスのあり方について提案している.このように,本論文は,気象学的観点から地域における 環境問題やエネルギー問題への解決を図る先進的な取り組みであり,その有用性を示されている. 最終試験結果の要旨 吉野純,小林智尚,藤田裕一郎,玉川一郎および愛知工科大学学長安田孝志で構成する審査委員会は,本 論文および別刷り(査読付き審査論文3 編)などを慎重に検討した.本論文は本人により作成され,学位論 文として十分完成した内容を有していることを確認した.また最終試験(公聴会)を平成25 年 2 月 5 日午 後に開催し,審査委員会での審査の結果,合格と判定した.
