Marathon Is Recruiting Participants

● Half Marathon Division: Starts at 9 a.m.

Eligibility: The first 3,000 people to apply who are 15 years of age or older (excluding junior high school students) and able to reach each checkpoint within the listed time limits

Fee: ¥4,000 for adults, ¥2,000 for high school students

Note: For elementary and junior high school students, there are team competitions in which the total individual times of three people are added together.

Fee: ¥2,000 for adults; ¥1,000 for elementary, junior high, and high school students

Serving as a place for children to go after school, the After-school Children’s Center is a facility with the goal of encouraging the healthy development of children by playing games with other children of various ages. The center has a playroom and a study room. In the playroom, adult staff members watch over the children, while in the study room, children can do homework or read books. Eating and drinking are only allowed in the entrance area.

Hours: Monday through Friday, 2 to 7 p.m.; Saturday, 10 a.m. to 7 p.m. Note: Closed on national holidays and during the year-end/New Year holidays (December 29 through January 3, 2017)

• Neither the applicant nor family members of the same household are members of a gang

This year, we were without major rain-storms until July, and people were afraid that the reservoirs of the Tokyo Metropolitan Area would become dry.

However, after Typhoon Nepartak formed on July 3, three typhoons formed one af-ter another within one week from July 24 through 30. In the middle of August, there was a peculiar phenomenon of three ty-phoons over the Pacific Ocean at the same time. Furthermore, Typhoon Lionrock struck the Tohoku region from the Pacific Ocean side—the first time in the history of the region that a typhoon landed from that side—causing severe heavy rain damage in northern Japan. In either case, it seems that typhoons have greatly influenced our lives this year.

Speaking of the weather, when I visited Orlando, Florida, for the celebration of the 10th anniversary of our sister city agreement, the chairperson of Walt Disney Productions at the time told me that the main reason why Urayasu was chosen for the location of Tokyo Disneyland was because, according to the research conducted in advance, it was found that the Gyotoku and Urayasu areas were blessed with extremely nice weather with little rain—evident from the fact that the areas consisted of salt fields during the Edo Period.

However, in recent years, due to abnormal weather, even “Urayasu: A Town of Sunny Weather” is greatly influenced by weather forecasts, affecting the festivals and special events planned.

These days, I cannot take my eyes off the weather app on my smartphone before events, and when it forecasts fine weather, it is as if 90% of the event is already a success.

At this year’s Urayasu Festival 2016, al-though the first day (September 17), ended without worries of rain, on the following day (18th), the opening ceremony for the parade—which included groups invited from across the country—began amid a light drizzle. During the first part of the parade, the “Parade of Participation by Local Resi-dents,” the rain started falling heavier by the time of the climax of the Tokyo Disney Re-sort parade—which participated in celebra-tion of our city’s 35th anniversary. However, city residents casually opened their umbrel-las to watch with excitement as Mickey and Minnie Mouse charmingly paraded along Symbol Road.

During the second part, the “Parade of Dances,” regional dancing from nine

ar-eas—such as the Yosakoi Soran dance of

Hokkaido and the traditional Okinawan Eisa

dance—entertained spectators along Symbol Road under cloudy skies for about an hour and a half.

During the third part, the “Parade of Floats,” as strong winds blew in from the sea, the impressive lanterns of Akita Pre-fecture paraded along the streets, and the performance continued until the performers supporting the lanterns ran out of strength. Spectators applauded their efforts.

Furthermore, the Aomori Nebuta float appearing before the city residents is the largest of its kind in Aomori Prefecture, and this was the first time that it traveled to the Kanto area. The spectators along the street were enthralled by its powerful impact.

Finally, at the end of Symbol Road, the joint performance of the lantern float and the Nebuta created a wonderful finale. Around this time, the rain, which had stopped, started to drizzle once again, but the parade was able to finish in an atmosphere of grand success.

I heard that there were over 50 meetings held in total by the executive committee and by various subcommittees. The commit-tee members have their own full-time jobs to do, but they poured all their effort into this event. Such devotion was expressed in the closing speech of Mr. Takahiro Omura, the chairperson of the Youth Entrepreneurs Group of the Urayasu Chamber of Com-merce, who struggled as he fought back tears of deep emotion.

I am sure that thinking of everyone in-volved, who did their utmost in spite of concerns about the weather, made his heart overflow with emotion.

Urayasu Festival 2016 was bustling with crowds visiting product exhibitions and food & beverage booths in the Meikai University and Sogo Park areas. The spectators who enjoyed the dancing and the float parades talked about their pride in their own re-spective hometown, and we also overheard people saying that they would like to go visit those areas and see the actual festival of that region.

I felt fully convinced that through these types of events, we can rediscover all the favorable qualities of Japan, and at the same time, strengthen friendly ties with other communities and promote tourism.

I would like to take this opportunity to express my deep appreciation and respect for everyone involved and for all their work in this grand event.
