（西武文理大学） 本稿を目にする読者諸兄姉のほとんどの興味は、イギリス教育のコロナ禍での対応およびアフ ターコロナにあるのではないだろうか。残念ながら、今号ではその期待に応えることはできない。 というのも、本稿はほぼ半年遅れでイギリス教育の動向を追っており、コロナ禍の影響が出始め たころまでの時期を対象としているからである。たぶん、次号ではその期待に応えることが出来 るのでそれまでお待ちいただきたい。 今号ではいつものように教育動向のトピックごとのランキングを確認し、および教育省の組織 体制およびBrexitの影響について簡単に紹介し、各領域でどのような動きがあったのかをご紹 介していくことにする。 まずは組織体制である。前号の追記で示したように2019年7月、ボリス・ジョンソン（Boris Johnson）政権がスタートした。 「英国一のお騒がせ男」という異名を持つジョンソンは、就任後一か月も立たない間に、さっ そく議会を閉鎖し、その機能を停止するなどひと悶着を起こした。結局この行為は9月24日の最 高裁判決により違憲で無効だとされたが、ジョンソンはこの間、党内の反対派を追放、その数は 21名に及ぶなど強硬路線を貫いた。その結果、反対派のさらなる抵抗が起き、10月31日と示さ れたEU離脱期限を3カ月延長し、離脱交渉を継続せざるを得なくなった。しかしそれと引き換 えに、ジョンソン首相は12月12日に前倒し総選挙を実施することを提案、EU離脱に関する膠 着状態を打開する策を講じた。結果は周知のとおり、与党・保守党が単独過半数を取得し、勝利 した。これを受け、イギリスは2020年1月31日をもってEUからの離脱を果たしたのであった。 さて、一方で教育省の動きは以下のようになる。2019年12月13日に発足した第2次ジョンソ ン政権は、1月31日のEU離脱までは新たな組閣を延期していた。2020年2月13日、ジョンソン 首相は内閣改造を行った。教育省も人事を刷新し、以下のような布陣となった。教育大臣（Secretary of State for Education） ギャビン・ウィリアムソン（Gavin William-son）変わらず

ギャビン・ウィリアムソンとニック・ギブが留任した他、新たに女性4名が任命された。また 昨年7月の時点と比べると、大学担当大臣、技能実習担当政務次官が新規に設置された。Gov.uk によれば、これらの役職の業務分担は以下のようになっている。
１．教育大臣（Secretary of State for Education）
担当責任領域：教育省全体の責任者、早期教育、児童福祉、教職員の採用と定着、学校カリキュ ラム、学校改善、アカデミー、フリースクール、継続教育、技能実習、高等教育
２．大学担当大臣（Minster of State for Universities）〈新設〉
責任領域：16歳以降の教育戦略、大学・高等教育改革、高等教育学生ローン、高等教育への参加 拡大、高等教育の質とティーチング・エクセレンス・フレームワーク、教育輸出や留学生教育を 含む国際教育戦略（Edtech）、教育の機会領域プログラム（Opportunity Areas programme） ３．学校水準担当大臣（Minister of State for School Standards）
担当責任領域：教師と学校指導者の採用と維持（初期の教師トレーニング、資格、専門能力開発 を含む）、質の高い教職を支援し、教師の仕事量の削減、教育規制庁（ ）、入学と学校交通、学校のための国の資金調達を含む学校収入の資金調達、カリキュラ ムと資格（Ofqualとのリンクを含む）、学校の説明責任と査察（Ofstedとの連携を含む）、学校教 育の向上支援、学校水準、学校スポーツ、ピューピル・プレミアム、人間関係・性・健康教育、 個人・社会・健康・経済教育（PSHE教育）、授業態度と出席・退学、早期教育カリキュラムと教 育の質
４．子ども・家族担当政務次官（Parliamentary Under Secretary of State for Children and Families) 担当責任領域：制度と資金・労働力・子どもの保護・ケアの中の子ども・養子縁組・ケアリーバ ー・地方自治体の実績を含む子どものソーシャルケア、高ニーズにかかる費用を含む特別教育ニ ーズ、資金・提供者・労働力・子どもセンター・家庭学習環境・保育資格を含む早期教育政策と 保育、代替施設の提供、社会的不利な状況と社会的移動（社会移動委員会との関連を含む）、給 食費援助を含む学校給食、子どもと若者のメンタルヘルス、オンラインの安全性、学校でのいじ めの防止、深刻な暴力から守るための政策。
５．技能実習担当政務次官（Parlimentary Under Secretary of State for Apprenticeships and Skills）〈新 設〉
を含む技術教育・技能、トレーニーシップを含む実習、継続教育の労働力、質の向上や継続教育 の効率化を含む継続教育提供者市場、全国再訓練制度や基礎技能を含む成人教育、技術研究所や 国立大学、教育・雇用・訓練を受けていない若者の数を減らすこと、キャリアや企業を含むキャ リア教育の情報・ガイダンス
６．学校制度担当政務次官（Parliamentary Under Secretary of State for the School System）
担当責任領域：フリースクール、ユニバーシティ・テクニカル・カレッジ、スタジオスクール、 アカデミーとマルチアカデミートラスト（ガバナンスを含む）、信仰学校、独立学校、家庭教育 と補習校、低迷校への介入（トラストの財務能力を含む）、学校の設備投資（生徒の居場所の計 画、新校舎、学校の状態を含む）、学校における過激派対策と統合、学校と16歳以降の環境にお けるセーフガード、学校の効率性、教育省の効率性と広報 これまで各担当大臣の担当責任領域（Responsibilities）はサイトで見かけることがなかった （もしあったとしたらそれをずっと見落としてきてしまった）が、今回の組織体制では、はっきりと 明示されている。 さて、このような政治状況を受けて、イギリスの教育は、昨年とはどのように変わったであろ うか。いつものようにGov.ukで公開された情報をもとに、その動向を探ってみたい。以下、表1 は2019年3月1日∼2020年2月29日までに教育省のサイト （https://www.gov.uk/browse/educa-tion）で公表された892件（トピックの重複を含む）に上るニュース（News and Communications）
と政策文書（Policy Papers and Consultations）の件数をトピックごとに分類したものに、昨年の 同時期の件数を加え、その傾向を見たものである。トピックは昨年から変わることはなかった。
先に、この期間に公表されたニュース、政策文書は892件だったと述べたが、ESFA
（Educa-tion Skills Funding Agency） Update50件 とwarning notice179件、 閉 校 通 知（terminate23件/ closed7件）を除いた数は532件である。これをもとに、それぞれのトピックの構成比を求めてみ ると、1位の継続・高等教育・技能・職業訓練（Further and higher education, skills and vocational training）は実に32.3％と3割を超える割合を占めている。この数の多さが示す意味は、もちろん 4つの分野、継続教育、高等教育、スキル教育、職業教育が一つのトピックにまとまっていると いうことが第一に言えるであろう。4分野の合計が172件ということは、1分野平均43件と考え れば、他のトピックとほぼほぼ同じかわずかに多い。この傾向は今後も変わることはないだろう が、いわゆる高大接続、あるいは学校と職業社会との接続に関するトピックは、相変わらずイギ リス教育の中心に位置していると言っていいだろう。また時期的にBrexitが影響しているのか と思いきや、意外とEU関係のニュースはわずか2件だけと想像以上に少なかった。 また、2位には昨年5位だった「学校カリキュラム（School Curriculum）」が上昇している。3位 にも昨年4位だった「学校査察と教育機関のパフォーマンス（Inspections and performance of edu-cation providers）」が入ってきた。1位から3位のトピックで全体の過半数以上を占めている。こ の1年間はほとんどこの3つのトピックで占められていたことがわかる。
しかしながら、急上昇しているトピックに注目してみると、昨年16位から4位になった「生徒 のための学資とファイナンス（Funding and finance for students）」と昨年13位から今年7位とな
った「子どもの健康と福祉（Children’s health and welfare）」である。財務関係と言えば、「学校 とアカデミーの資金（School and academy funding）」と、学校とアカデミーの財務関係のトピッ クも上昇傾向がみられる。
この結果から、相変わらず学校教育と職業社会との接続の問題を抱えていることに加え、学校 やアカデミーに関する財政についても大きな問題を抱え始めているという見方ができるだろう。
