With a view to the 2020 Tokyo Olympic and Paralympic Games, and to the passing on of cultural legacy beyond 2020, strategic initiatives have been put in place. With the fundamental vision of creating a “theater city” with the entire city as the stage, and where anyone can play the leading role, there are plans to implement a colorful cultural program, strengthen the city’s ability to transmit its culture to the world, and create human-oriented urban spaces.
2020年東京オリンピック・パラリンピック、さらにその先の文化レガシーの継承も視野に入れ、戦略的な取組みを
進めていきます。多彩な文化プログラムの展開、世界に向けた発信力強化、そして人間優先の都市空間の創出を図り、
都市構想の基本理念である「まち全体が舞台の誰もが主役になれる劇場都市」をめざします。

The International City of Arts & Culture Committee Chaired by Seiichi Kondo, former Director General of the Agency for Cultural Affairs, this Committee received recommendations from 31 committee members including top leaders from the i eld of culture and arts, and formulated a strategy for the realization of the city design concept in June 2016.

The International City of Arts & Culture Producers Refl ecting the innovative ideas contributed by 11 producers active on the frontlines of the world of arts and culture, the city design concept was formulated in March 2015.

Special Ambassadors of International Arts & Culture Special Ambassadors support the city design concept and will work to expand the scope of international arts and culture. As of March 1, 2017, the number of Special Ambassadors has reached 1,231.

Cultural strategy
Urban spaces that were oriented toward vehicles and efi ciency will be taken back and redeveloped with a focus on people, and opened up as a “stage” where anyone can play the leading role. In cooperation with the citizens, human-oriented urban development will be carried out on a large scale.

In addition to transmitting Toshima’s appeal as the International City of Arts & Culture to the world, efforts will also be made to create a welcoming environment for foreign tourists, as well as to strengthen the inbound tourism functions.
