TheFATFreaĸrmsitscallonmembersandurgesalljurisdicƟonstoadvisetheirĮnancialinsƟtuƟonstogivespecialaƩenƟon tobusinessrelaƟonshipsandtransacƟonswithIran,includingIraniancompaniesandĮnancialinsƟtuƟons.InaddiƟonto enhancedscruƟny,theFATFreaĸrmsits25February2009callonitsmembersandurgesalljurisdicƟonstoapplyeīecƟve counterͲmeasurestoprotecttheirĮnancialsectorsfrommoneylaunderingandĮnancingofterrorism(ML/FT)risksemanaƟng fromIran.TheFATFconƟnuestourgejurisdicƟonstoprotectagainstcorrespondentrelaƟonshipsbeingusedtobypassor evadecounterͲmeasuresandriskmiƟgaƟonpracƟcesandtotakeintoaccountML/FTriskswhenconsideringrequestsby IranianĮnancialinsƟtuƟonstoopenbranchesandsubsidiariesintheirjurisdicƟon.DuetotheconƟnuingterroristĮnancing threatemanaƟngfromIran,jurisdicƟonsshouldconsiderthestepsalreadytakenandpossibleaddiƟonalsafeguardsor strengthenexisƟngones.
TheFATFurgesIrantoimmediatelyandmeaningfullyaddressitsAML/CFTdeĮciencies,inparƟcularbycriminalisingterrorist
ĮnancingandeīecƟvelyimplemenƟngsuspicioustransacƟonreporƟngrequirements.IfIranfailstotakeconcretestepsto conƟnuetoimproveitsCFTregime,theFATFwillconsidercallingonitsmembersandurgingalljurisdicƟonstostrengthen counterͲmeasuresinFebruary2016.
TheFATFremainsconcernedbytheDPRK’sfailuretoaddressthesigniĮcantdeĮcienciesinitsanƟͲmoneylaunderingand combaƟngtheĮnancingofterrorism(AML/CFT)regimeandtheseriousthreatthisposestotheintegrityoftheinternaƟonal
Įnancialsystem.TheFATFurgestheDPRKtoimmediatelyandmeaningfullyaddressitsAML/CFTdeĮciencies.
TheFATFreaĸrmsits25February2011callonitsmembersandurgesalljurisdicƟonstoadvisetheirĮnancialinsƟtuƟonsto givespecialaƩenƟontobusinessrelaƟonshipsandtransacƟonswiththeDPRK,includingDPRKcompaniesandĮnancial insƟtuƟons.InaddiƟontoenhancedscruƟny,theFATFfurthercallsonitsmembersandurgesalljurisdicƟonstoapplyeīecƟve counterͲmeasurestoprotecttheirĮnancialsectorsfrommoneylaunderingandĮnancingofterrorism(ML/FT)risksemanaƟng fromtheDPRK.JurisdicƟonsshouldalsoprotectagainstcorrespondentrelaƟonshipsbeingusedtobypassorevadecounterͲ measuresandriskmiƟgaƟonpracƟces,andtakeintoaccountML/FTriskswhenconsideringrequestsbyDPRKĮnancial insƟtuƟonstoopenbranchesandsubsidiariesintheirjurisdicƟon.

MyanmarhastakenimportantstepstowardsimprovingitsAML/CFTregime,includingbyissuingAMLandCFTRulesand strengtheningcustomerduediligencerequirementsfortheĮnancialsector.However,despiteMyanmar’shighͲlevelpoliƟcal commitmenttoworkwiththeFATFandAPGtoaddressitsstrategicAML/CFTdeĮciencies,Myanmarhasnotmadesuĸcient progressinimplemenƟngitsacƟonplan,andcertainstrategicdeĮcienciesremain.MyanmarshouldconƟnuetoimplementits acƟonplantoaddressthesedeĮciencies,includingby:(1)adequatelycriminalisingterroristĮnancing;(2)implemenƟngthe procedurestoidenƟfyandfreezeterroristassets;and(3)ensuringanoperaƟonallyindependentandeīecƟvelyfuncƟoning
Įnancialintelligenceunit.TheFATFencouragesMyanmartoaddresstheremainingdeĮcienciesandconƟnuetheprocessof implemenƟngitsacƟonplan.
