In this city, Fukuroi, we are blessed with a rich natural environment of mountains and sea, tea fields and farm land, and beautiful blooming flowers. Fukuroi has a rich tradition and culture that has been preserved since ancient times. Examples of this include the three famous temples known as Enshu Sanzan, Fukuroi’s legacy as a post-town along the Tokaido (Eastern Sea) Road, and the many festivals held in celebration of a plentiful harvest. A community of bright smiles and kind hearts resides in this city. Fukuroi, most of all, is a city healthy in body and mind, with a heart-warming region and families, and a harmony between nature and urbanism. The town and people are all healthy and the people living here feel pride and love for their hometown. We aim to be “Japan’s most culturally rich and health-conscious city” in which we all work to develop as both individuals and a community, through living and working together and interacting with each other.

京都三条から数えても二十七番目のどまん中にあたります。 四方を丘に囲まれた袋状の土地に大きな井戸があったので 袋井といわれ、周辺に遠州三山をはじめ歴史ある寺や神社が 点在し、それらのいわば門前町の形で栄えてきました。
Fukuroishuku, as painted in Hiroshige Utagawa’s ukiyo-e, was an inn on the Old Tokaido Road and was in the very middle of the 53 stations along the road, 27 stops from both Nihonbashi in Edo at one end, and Sanjo in Kyoto at the other.
Fukuroishuku was established in Year 2 of Gen’na Period (1616) and the inn town provided rest and board for travellers. Located in this inn town were 3 officially appointed inns and 50 lodgings. It was very busy as a meeting point of eastern and western Japanese culture.
The Fragrant olive is well-known and is commonly planted as a garden tree in many homes around the city. In autumn orange colored flowers bloom along the branches giving off a sweet fragrance.
The Cosmos is a lovely and beautiful flower that inspires a sense of familiarity within the community. During autumn fields of cosmos brighten up in a rich array of color and can be enjoyed in various areas of the city.
Fuppy is the mascot of the city and was created from the bird of the city the owl. The city tree the fragrant olive is decorated on her left ear and the city flower the cosmos rests on her right ear. Fuppy’s pose with her wings spread out and jumping with energy is a reflection of Fukuroi City.
The owl arouses a sense of familiarity within the community which dates back to the Kamakura Period when fukurou (Japanese word for owl) was used as a play on words and appeared in the Ijin collection of classic Japanese poems thus this bird shares a deep historical connection to the city. As well as this the similar sound of the word fukurou and Fukuroi also creates a deeper sense of familiarity through the use of language.
Several ukiyo-e of Fukuroishuku of the Edo period feature a round kite. Round Kites are rare all across Japan. In recent years a printing block was discovered and is now being remade by local enthusiasts.

宿場は街道を往来する旅人の宿泊や休息、 人馬による輸送などを扱っていました。本陣 3軒、旅籠50軒規模の宿場で、東西文化の 中間点として、にぎわいをみせていました。
丸凧
江戸時代の袋井宿を描いた浮世絵には、いく つもの丸凧が登場しています。全国でも珍しい 丸凧は、近年になって版木が見つかり、地元の 愛好家の手で復元されています。

To aim for an administrative management that demonstrates high community satisfaction, core groups such as citizens, neighborhood associations, civic action organizations, non-profit organizations, corporations and universities will create a good partnership with administration and each group will take responsibility for their respective roles and duties.

The three basic objectives in the “Second Fukuroi City Administration Fundamental Principles Reform” will be positioned in relation to the

には、カンガルーが子どもを自分の「ぽっけ」に入れて大切に育てていくように、子ども たち一人ひとりをみんなで育てていきたいという気持ちが込められています。

The Fukuroi and Asaba libraries contain approximately 190,000 and 70,000 books, respectively and are troves of information
for the local citizens. A public nursing technical school, that was established by Fukuroi City, Iwata City, Kakegawa City, Omaezaki City, Kikugawa City and Mori Town. With open space, experienced lecturers and an environment suited to learning, this institute provides full support so that all students can meet their potential and make their dreams of becoming nurses come true.
Opened in April 1991. This science and technology institute holds both Faculty of Science and Technology, and Faculty of Comprehensive Informatics (from April 2008) and also a master’s program of Resarch in Science and Technolgy. The institute is respected among citizens for holding open lectures and industry-academic-government gatherings.

Health Mileage System‘SMILE Movement’
With the aim to become the “Japan’s most culturally rich and health-conscious city”, we are working towards holding exercise classes that focus on a well-blanced life style. In particular we are promoting the “SMILE movement” as part of this health development movement in which all community members can become involved.
The Ogasayama Sports Park (ECOPA) is surrounded by overflowing green and an abundance of nature. The ECOPA facility was constructed with
consideration of a universal design and environmentally friendly practices such as energy and resource conservation. The ECOPA Stadium has the capacity to hold approximately 50,000 people, with the ECOPA Arena holding
approximately 10,000 people. Due to the advanced system in place it has been the stage for many different events ranging from sports, music, and culture to entertainment. It was also the venue for the 2002 World Cup and 2003 New Wakafuji National Sports Festival of Japan.
With the aim of becoming a mecca for aerobics we hold high level national tournaments in which children under the age of 16 years can participate. Such events serve the purpose of the encouragement of a lifelong sports mentality.
An event that attracts many runners both from within and outside the prefecture and is divided into separate categories dependent on length such as 2km, 3km, 10km and full length (42.195km). The prize awarded to the winner is Fukuroi’s special product, the Crown Melon.
